The game is set in 1983, at the height of tension between the superpowers, and is inspired by real events. Each side's team divides itself: one half keeps the bunker's systems running in the Ops Room while the other takes strategic decisions in the War Room, and only close cooperation prevents mutual assured destruction. A minimum of six players is needed, and large groups can book both the USA and CCCP bunkers to play against each other.
